Rats really under control?

At a hearing on the Boston rat problem today officials said recent reports of the rodent problem really exaggerated it. But is that true? I’ve lived in Brighton for a number of years now (about five in the most recent location), and this is the first year that I’ve seen rats out on the street on a fairly regular basis (I’d say I spot one out at least once a month).
