Where’s my cone?

Today’s Boston Globe had a story about Mayor Menino cracking down on the infamous practice of reserving an on-street parking space in South Boston with a cone or piece of furniture.
While I haven’t seen many lawn chairs reserving spots in A-B over the last week, we did have the following entry in this week’s police log.
A 42-year-old woman reported that someone left a threatening note on her windshield outside 1734 Commonwealth Ave. on Dec. 21. The note said, “Where is my cone? I’m legally allowed to hold a spot, [expletive]” and someone put chunks of ice under the victim’s front tire and bumper as well.

I’m brand new to Boston (live in Allston) and can’t imagine people leaving notes on cars. It amazes me that people think they own a public parking spot.
I do have a question if you can help-parking bans during snow emergencies: How soon can you park in designated lots? Today I got work around 5pm that a midnight ban was in order but was told I can’t go until midnight. Is that right?
Is there somewhere besides city hall (b/c they don’t care to help) that I can go to get help? Being a new city girl and not knowing a single soul here is overwhelming enough-having to drive around at midnight in the snow to fight for a spot in a small lot (which I don’t even know where it is!) is crazy.
*sigh*
I understand the frustration of those receiving threatening notes on windshield. The city should have the same officers who place tickets for non residents parking or over limit put tickets on the lawn chairs, cones placed in public street.
I understand the feeling since it took me an hour to shovel my car out then someone parked there later but it’s a public street. I had to go to Brighton center side street to park from Tremont. Where does one park?
