Town Meeting is upon us, convening April 4. During the Special Town Meeting, reps will decide whether to authorize selectmen to petition the General Court for special legislation to amend the town charter as recommended by the proposal of the Charter Review Committee. Should Town Meeting reps vote, in essence, to allow the charter proposal to go before the voters?

A year ago Plymouth earned about $23 per ton from selling its recycling collections. Now it’s costing the town between $25 and $45 per ton, depending on recycling material, to have it taken away. This compares to the $24.75 per ton the town pays for trash disposal. Transfer station fees could increase from $140 to $210 for the average household in fiscal year 2010. What advice would you give the Solid Waste Advisory Committee and the Board of Selectmen as they consider how to proceed? Town Moderator Steve Triffletti is asking Town Meeting to increase his annual stipend from $300 to $1,500. This move would also qualify him to receive a health insurance benefit through his retirement. The Board of Selectmen does not support his request; the Finance and Advisory Committee does. Should Town Meeting approve this request? Please explain.

Town Meeting will be asked to allow voters to decide whether to rescind Plymouth’s participation in the Community Preservation Act, or whether to reduce the CPA surcharge on property taxes from 1.5 percent to .25 percent. Should Plymouth continue in the program, which is used to acquire open space, develop affordable housing and preserve historic building? Please explain.

American Legion Post 40 is raising funds to bring the Moving Wall – a half-scale replica of the Vietnam Veterans Memorial in Washington, D.C. – to Plymouth in June. It would be shown on the waterfront in Pilgrim Memorial Park, near the Rock. While the Vietnam War resonates still in the hearts and souls of some of us who were around then, it isn’t even a memory to many Americans. What can our younger generation learn from the Moving Wall coming to Plymouth? How is it relevant today? Please explain.

Melissa Arrighi was named acting town manager by the Board of Selectmen. Her position of assistant town manager will not be filled. She faces the looming movie studio project, finding a new public works director, union negotiations and a possible decision by Plymouth voters to do away with her job by adopting a new town charter. What do you see as Arrighi’s greatest challenges and what are your expectations of her performance in the job? Please explain.

The week after next is school vacation week. We’re hearing the concept bandied about of taking a stay-cation. In other words, stay home this vacation week and do cool stuff right here. The Cherry Hill II senior housing project under construction has blossomed into 80 percent senior apartments and 20 percent administrative space, the latter making up the front building overlooking Court Street, with the lovely curved veranda – 10,000 square feet for 10 employees. What right does the public have to know the details of this project? What about transparency, the buzzword of the 2008 election?
